New EAEU logistics mechanism

Mandatory tracking of road and rail shipments using navigation seals was introduced in the EAEU member states on 11 February 2026. The launch date was established by Decision No. 84 of the Eurasian Economic Commission Board dated 23 September 2025, introducing shipment tracking in accordance with the Agreement on the Use of Navigation Seals to Track Shipments dated 19 April 2022 (hereinafter the Agreement).

A navigation seal is required if:

  • Cargo transport begins in one EAEU member state and ends in another.

  • Cargo transport begins in one EAEU member state, passes through the territories of two or more Union member states, and ends outside the Union customs territory.

  • Cargo transport begins outside the EAEU customs territory, passes through two or more Union member states, and ends outside of its customs territory.

  • Cargo transport begins outside the EAEU customs territory, passes through the territories of two or more Union member states, and ends in one of them.

The Agreement will be implemented in three stages:

  • Tracking of shipments of goods subject to special economic measures introduced by EAEU member states, as well as tobacco and alcohol products classified under commodity codes 2203 00, 2204, 2205, 2206 00, 2207, 2208, 2401, 2402, and 2403 of the EAEU Commodity Nomenclature of Foreign Economic Activity (CN FEA EAEU) began on 11 February 2026. In accordance with Decision No. 60 of the Eurasian Economic Commission Board dated 11 May 2023, a list of goods subject to special economic measures by EAEU member states shall be posted on the Eurasian Economic Commission’s official website;

  • Tracking will also apply to goods transported under the customs transit procedure classified under commodity codes 4303, 6101-6106, 6110, 6401-6405, 8517, 8519, 8521, 8525-8528 of the CN FEA EAEU, as well as other cargo determined by the Commission starting 31 July 2026;

  • Beginning on May 27 2027, tracking will apply to other goods transported by rail under the customs transit procedure, except for those specified in subparagraph 4, paragraph 6, Article 18 (excluding goods not subject to tracking with navigation seals pursuant to subparagraph 1, paragraph 2, Article 3 of the Agreement).

It should also be noted that Decision No. 147 of the Council of the Eurasian Economic Commission dated December 12, 2023, «On the List of Goods and/or Categories of Goods, Cases and/or Conditions When Transport of Goods under the Customs Transit Procedure is not Subject to Tracking Using Navigation Seals,» is temporary in nature, is not subject to extension, and shall be revised. Thus, paragraph 12 of the above List, which excludes goods transported by rail in transit across the Union’s customs territory from third countries to third countries (except for transport across the territory of the Republic of Armenia), shall be valid until 31 July 2026, and may be revised only in accordance with the procedures established within the EAEU.
