Development and reform commissions; data administration authorities; offices of the Cyberspace Affairs Commissions of the CPC Committees; transport departments (bureaus, commissions); market regulation authorities (departments, commissions) of provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; subordinate customs offices of the General Administration of Customs; regional railway supervision authorities; regional civil aviation administrations; postal supervision authorities of provinces, autonomous regions, and municipalities directly under the Central Government; and railway companies under each railway administration:

In order to fully implement the spirit of the 20th National Congress of the CPC and subsequent plenary sessions of the 20th CPC Central Committee, to carry out the tasks set forth at the fourth meeting of the Central Commission for Financial and Economic Affairs, and to meet the requirements specified in the Action Plan for Effectively Reducing the Overall Logistics Costs in Society, and for the purpose of promoting the establishment of a mechanism for the openness and interconnectivity of logistic data resources as well as advancing the effective reduction of overall logistics costs in society, the National Development and Reform Commission, the National Data Administration, the Office of the Central Cyberspace Affairs Commission, the Ministry of Transport, the General Administration of Customs, the State Administration for Market Regulation, the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and China State Railway Group Co., Ltd. have jointly formulated the Implementation Plan for Promoting the Openness and Interconnectivity of Logistic Data and Effectively Reducing the Overall Logistics Costs in Society.
