Heads of EAEU countries' transport ministries discussed key issues of sector development

The EEC Minister, as Head of the Council, outlined the directions for integration in the medium and long term, which would be enshrined in the roadmap for implementing the Main Directions of Transport Policy for 2027-2029

The results of implementing the Main Directions of the EAEU countries’ transport policy were presented by Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, at a meeting of the Council of Heads of Authorized Transport Bodies of the EAEU countries, held as part of the International Transport and Logistics Forum on April 1 in St. Petersburg.

The meeting discussed the implementation of the Comprehensive plan for developing the Eurasian transport corridors, and in particular approved the target indicators of their development. Besides, the meeting approved the Eurasian transport corridor passports, including their format, the list of information to be included, and the minimum requirements to the routes.

The Transport Ministers discussed efforts to prepare a pool of infrastructure projects in the EAEU Member States’ transport sector that could be implemented jointly with third countries.

In the context of the digital agenda, the meeting considered the issues of transport digitalization, information support of automobile control at the EAEU external border, in particular, the degree of readiness of national systems to conduct technological testing within the framework of the common process No. 46 and their launch in commercial operation in an integrated format. Its primary objective is to improve the procedures of transport control of trucks crossing the Union’s external border. The process implementation should improve the efficiency of the national authorized bodies responsible for monitoring cargo flows entering the EAEU.

The members of the Council of Heads determined the optimal lists of information required for applications for special permits allowing vehicles to pass through and transport goods. In particular, this includes the passage of heavy and/or oversized vehicles, the transport of dangerous goods during the international road transportation along the Eurasian transport corridors, as well as the passage of heavy-load vehicles during international transportation along the roads listed in the Eurasian transport corridors and routes.

Furthermore, the consultation discussed some issues on implementing the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR).

The heads of relevant agencies approved the report «Improving the Exchange of Information on the Utilization of Railway Infrastructure in the EAEU Member States.» Its findings and recommendations will be used in implementing the Declaration on Eurasian Integration until 2030 and for the period until 2045.

As part of developing international transport cooperation, Arzybek Kozhoshev informed the Council of Heads about the organizational aspects of activities carried out by the Subcommittee on Cooperation in the Field of Transport and Transit, established in accordance with the Free Trade Agreement between the EAEU and the Islamic Republic of Iran, and outlined key areas of interaction between transport agencies.

This year, the Republic of Kazakhstan presides over the EAEU governing bodies. In this regard, the meeting was chaired by Nurlan Sauranbayev, Minister of Transport of the Republic of Kazakhstan.
